If you submit a tale without dialogue, given the stipulation that someone else can write the dialogue, the agents will just conclude that you are too bone idle to write a finished s/p; therefore, they will throw it in the trash.
Agents don’t want to work with unfinished udeas. You have to have a completed script.
An agent will not likely select an unsolicited script from anyone unless you already have material that has been produced. Even then, you’d have to have a full script for them. My suggestion is to find a writing partner on your own to work with. There are many resources on the internet to find collaborators. Here is one of them:
